Split Northern Thai to nod and nod-thai
Most of the activity in translatewiki, Wikidata, and Incubator is in the Tai Tham script, so set nod to that. But there are also people who want to use the Thai script, so allow it, too. This also adds support for the Tai Tham script (ISO 15924 Lana).
