3f5be41864 Add the Kumyk language 
This is being used in the Wikimedia Incubator,
and must be available in translatewiki and elsewhere.

bede5f48fe Sync language data base with jquery.uls language data 
This avoids the mismatch with jquery.uls database in preparation to
replace jquery.uls data with language-data module
