Optimize Cog sprite SVG

Reducing the size of the SVG by: - Simplifying the shape (two anchor points removed) - Removal of XML attributes not needed (namespace declarations not used, attributes with the default value, etc.) Change-Id: I3dc810313d1bd9ebd5933a92ee90210cbf6f4fb4
