Update jquery.uls from upstream

Upstream: https://github.com/wikimedia/jquery.uls
Changes:
* Optimize all SVGs.
* Bug 60815: Add rwr and ota to the languages supported by ULS.
* Drop -moz-linear-gradient for images.
* Localisation updates from https://translatewiki.net.
