Skeleton extension for Universal Language Selector

* Basic extension code with i18n
* Adds a link to personal links to trigger ULS
* Core uls javascript code, to plug to the given trigger.
* Qunit, PHPUnit framework in place.
* and lot of TODOs and FIXMEs
