The TTF files are not served or used for anything else than converting
them to woff and woff2 formats, so there is no need to store them in the
git repo. In case a new format comes along, we would need to fetch these
from the git history or from upstream sources.

IE9+ which is lowest that MediaWiki still supports is supposed to
support both ttf and woff par some exceptions.
This reduces uncompressed repo size almost 4000 bytes.

Modern browsers will use woff2, which has smaller size than woff

Added the git and gerrit commit URLs for the addition of the DoulosSIL
font and it being set as the default font for Min Nan Chinese (nan). The
request-default field is commented as the font has been temporarily
disabled for nan due to performance issues.

The change is because of the bandwidth efficiency concerns. Also
Arabic being widely supported language, having defaut font is not
must.
