a2bb12e332 Make sections more clear in settings panel 
CSS adjustments to visually distinguish settings sections from the
settings panel. Sections in the left use a light gray background to
provide contrast with the specific settings of each category.

453912fdf2 Provide a base ULS RL module and seperate UI language selection 
ULS is disabled for anonymous users on WMF projects. But to provide
rest of the features - apis, language database, language selection for
many use cases, we need to provide a minimal ULS. RL module
ext.uls.init does that job now.

For using ULS as interface language selection tool, new RL module
ext.uls.interface is introduced. That will add UI language selection,
webfonts, ime features, if enabled.

dfbae630a5 Add 'ar' as a language supported by the Amiri font 
It is used as the default in the Arabic Wikipedia, so it should be
used in jquery.webfonts, too.

c81c2170c3 Add redirect from als to gsw 
The 'als' is used in a non-standard way in MediaWiki -
it may be used to represent the Allemanic language,
the standard code of which is 'gsw', while 'als'
is ISO 639 3 refers to Tosk Albanian, which is
not currently used in any way in MediaWiki.
This local fix adds a redirect for it.

Also add a test to check that it works correctly.

086ee5ff1d Fix the webfonts preferences 
Disabling was not working actually. If disabled donot call
webfonts() on body. Also addresses Bug 39992.

e8ed043352 (bug 42382) Indicate context in input settings/more languages 
1. Fix a regression introduced in
27039e1141
- a change in a class name caused the back link not to appear.
Now the link is back.

2. Copy the same logic to the input settings panel.

442561663c Fix Bug 39684 - UI language change preview in display settings 
When the user selects a UI language in the display settings dialog, the UI of
the dialog should preview immediately to the selected language. The change will
be only persisted if the user selects "apply changes".

Make the button disabled initially.
Change the disabled property to false on every possible change.

For now this is only for display settings.
