125af37b05 Remove !defined( 'MEDIAWIKI' ) 
This may be causing a problem for the translate extension using
composer.json to run php code sniffer.

And not needed since we use extension.json if we use mediawiki 1.25+.

I traced back to the extension since translate extension in composer
requires this extension and seems to have that message.

9fed40b83b Set default value of ULSMobileWebfontsEnabled to false 
The default value of ULSMobileWebfontsEnabled is supposed to be false
as per I488e411232a1192.

And it is false in UniversalLanguageSelector.php. But in extension.json
it is true by mistake. Must be a mistake from c3322ba830

0d5c69f655 Do not use setlang to change user language 
Requests using GET should only retrieve data and should have no other effect.
(https://en.wikipedia.org/wiki/HTTP_GET_request)

* Use API with POST to change the user interface language in user settings.
* When allowed by wgULSAnonCanChangeLanguage set cookie for anonymous user
  or when API fails.

This change uses mediawiki.cookie which requires MediaWiki 1.24+.
