7af3648828 Update Balinese to use two scripts 
Balinese was using the Balinese script here. Actual modern usage
is mostly in the Latin script, and so it is in translatewiki and
in the Incubator. The Balinese script is only used in particular
situations and quotations.

The Balinese script version is added as a separate entry, similarly
to Javanese, the real-life usage of which is similar.

This was requested by the Balinese translatewiki and Incubator editors.

The word "Basa" simply means "language" and it is unnecessary.

03205a8955 Add proper BCP 47 names for various languages 
Audit language names against BCP 47 validator and rename those which are
not valid BCP 47 codes, leaving the old aliases for backward-compatibility.

Validated against IANA registry at
  https://www.iana.org/assignments/language-subtag-registry/language-subtag-registry
with the help of the validator at
  http://schneegans.de/lv/

Add fully-expanded aliases for zh-XX language codes to help compatibility
with other BCP 47 users.

87b3fd8666 Add the Ol Chiki script (Olck), add getLanguages(), and fix the tests 
The tests were using languageData.languages, which was undefined.
This patch adds a method to get all the languages to be able to test.

The people from the Taiwan Center for Aboriginal Studies
asked to add this. They plan to create a Wikipedia in it,
as a follow-up to the successful Atayal (tay) and Sakizaya (ais) projects.

9addfac496 Add several languages 
Add several languages that are already enabled for monolingual text properties in Wikidata. See full list of those additional languages here: https://phabricator.wikimedia.org/diffusion/EWBA/browse/master/repo/includes/WikibaseRepo.php (under `getMonolingualTextLanguages`). I've added most of them, but the following codes I didn't add because I wasn't sure what region and/or native name to use for them: `bnn, ett, fos, fr-ca, frm, fro, non, nxm, otk, ppu, pwn, pyu, ssf, trv, uun, xpu`.
