442561663c Fix Bug 39684 - UI language change preview in display settings 
When the user selects a UI language in the display settings dialog, the UI of
the dialog should preview immediately to the selected language. The change will
be only persisted if the user selects "apply changes".

Make the button disabled initially.
Change the disabled property to false on every possible change.

For now this is only for display settings.

73bb7015c8 CSS fixes to match the style modifications of jquery.uls 
The style rearrangements of jquery.uls (to avoid CSSLint warnings)
requires some fixes on the extension.

6abb1b3d4a Allow the main functionality of ULS to be disabled 
Allow the cache-breaking toolbar and cookie-based user language
selection features to be disabled, while still allowing Wikibase to have
its language autocompletion drop-downs on special pages.
