Amire80 22c721dd1b Bidi-isolate input method name in the input method selector 
Without this isolation the input method name can be shown
incorrectly when its direction is different from the direction
of the "How to use" element.

This only breaks on Firefox; Chrome somehow shows it correctly
without isolation, but isolation makes sense in any case.

Amir E. AharoniandSanthosh Thottingal 10a25c1cc9 Allow always logging tofu detection 
This commit allows to log tofu detection always,
even if the rest of the webfonts library is not loaded.

By default this is disabled.

To enable it, set the variable $wgULSTofuLoggingChance
to a number between 0 and 100, indicating the chance of it
getting logged. The idea of the lottery is that even a partial
sample can be useful.

Amir E. Aharoni 1e18b6bd1a Move all the messages from i18n.php to json 
This will require the import of all the translations from
the ext-universallanguageselector group
to the ext-jquery-uls group.

The messages already exists, so they are not re-imported.
In the next sync when the translatewiki config is updated,
the json message group of ULS will claim ownership of these messages.

Full export is needed to populate the messages in the existing json
files.

Amir E. Aharoni 0be71e418e Remove failing tests from Commons 
These tests fail because no Wikimedia has webfonts
enabled by default.
This will be addressed more thoroughly by rewriting
the tests to support the new setting, and by enabling
the feature by default on a new testing wiki.

Amir E. Aharoni 05ab9f30dc Don't run the Autonym scenarios in beta sites, because they fail 
This is supposed to be addressed more thoroughly in
I5c7433b917b8d7f79f706a4a7a97a6c6a9a6afa2
but until that is merged, they shouldn't run and cause failures.

Amir E. Aharoni 1ad4bf197c Don't run a feature with enabled webfonts on Beta Commons 
This will fail because webfonts are currently disabled by default
on all Wikimeida wikis.

When a suitable wiki for running these tests will be created,
we'll make this feature run there.
